One set of addresses, the same on mainnet, devnet and localnet. An upgrade authority is read from each program’s ProgramData account; a dash means it has not been read yet, not that there is none. A launch’s rules are fixed at launch, but while a program keeps an upgrade authority its code can change.

Hook signers#

The caller signs every callback with ["hook-authority", hook_program], one per hook program, and a hook accepts only its own (how a hook is called).
